With reference to your despatch No.376
of 10th October, 1934, I have the honour to forward for
purposes of record the accompanying copies of the Working Agreement for Through Traffic between the Chinese and
British Sections of the Canton-Kowloon Railway which has been signed by the Minister of Railways at Nanking and
by myself.
Unless otherwise instructed I propose to retain in the archives of the Colony the signed originals of the Agreement.

I also enclose a memorandum which has
been prepared by Mr. M.J. Breen, Chairman of the Hong
Kong delegation setting out the course of the negotiations. I desire to associate myself with Mr. Breen's appreciation
of the friendly attitude of the Chinese delegation, and its ready efforts to effect a settlement acceptable
to all parties, and with his commendation of the valuable services rendered by his colleagues of the Hong Kong
delegation. To this I would add that the successful
outcome of these somewhat delicate negotiations was, in my opinion, due in no small degree to Mr. Breen's tactful
